Note: there is bluetooth menu on the AT&T Lg Quantum, following is the instructions to tell us How to turn on the Bluetooth wireless feature:

1 On the Start screen, tap the arrow or
swipe right to left to go to your App list.
2 Tap Settings > System > Bluetooth.
3 To turn on Bluetooth, drag the Status
slider to On.
4 Starts to search the Bluetooth enabled
headset.
5 Tap a device which you want to pair.
